A bill of quantities, also called a BOQ, is a document that lists the items of work in a building project with the quantity of each item. Builders and contractors use it to price a job in the same way, so tenders can be compared fairly. This guide explains what a BOQ is, what it includes and how it differs from a takeoff or an estimate.
What does BOQ stand for?
BOQ stands for bill of quantities. In some Australian projects it is also called a schedule of quantities.
What is a bill of quantities?
A bill of quantities is a list of materials, labour and work items, each with a description, a unit and a quantity. It is prepared from the plans and specifications. Everyone who tenders for the job prices the same list, so there is less room for missed items and misunderstandings.
What does a BOQ include?
- A short description of each item of work
- The unit of measure, for example m2, m3, lineal metres or number
- The quantity of each item taken from the plans
- Rates and totals, once a contractor has priced the list
- Provisional sums and prime cost items, where the final cost is not yet known
Example of a BOQ (for illustration only)
| Item | Description | Unit | Quantity |
|---|---|---|---|
| 1 | Excavate for footings | m3 | 24 |
| 2 | Concrete slab, 100 mm | m2 | 150 |
| 3 | Face brickwork | m2 | 210 |
| 4 | Colorbond roof sheeting | m2 | 180 |
These numbers are an example only and do not come from a real project.
BOQ vs quantity takeoff vs estimate
- Quantity takeoff: measuring the quantities from the plans.
- Bill of quantities: the organised list of those quantities that contractors price.
- Estimate: the priced cost of the project, with rates and totals.
A takeoff comes first. The BOQ is built from the takeoff, and the estimate adds the prices. See our quantity take-off services.
Who prepares a BOQ?
A BOQ is usually prepared by an estimator or quantity surveyor. Builders and developers also outsource it when they do not have time to measure the plans themselves.
Why a BOQ helps with tenders
- Every tenderer prices the same quantities, so quotes are easy to compare.
- Missed items are found before the job starts.
- Variations are easier to price because the original quantities are on record.
